Enforcement Act of 1870
This act gave the President the legal authority to enforce the 15th amendment.This was Congress’ way of opposing Klan violence and Democratic intimidation. However, President Grant was not aggressive in his use of the Enforcement Acts. By 1822, the Supreme Court deemed that the 1871 Enforcement Act was unconstitutional.
In this act, Congress specifically targets the KKK for their violent actions against freed blacks while giving the president to stop and punish them. Theoretically, it was suppose to provide black Americans protection and relief from violent measures from terrorists.
